In a letter dated the 15th December the Director of Public Works recommended that the 25 cents per foot premium be accepted: but the consideration of this point was postponed to that of the special conditions imposed by the War Office.
On the 1st April 1801 Mr.Gillies again writes "The icck in question is most urgently required to meet the great want of docking facilities required for the larger class of vessels frequenting the port; every day this lack of accommo-
dation becomes more pronounced and if the Admiralty place
obstacles in the way of the Company purchasing the land required they will deprive the Colony of a large amount of
revenue and the Dock Company from participating in the growing
prosperity of the port. The village of Bunghom from which the Government receives a large amount of revenue depends entirely
on the docks for its increase and prosperity and the construc-
tion of another dock together with the necessary workshops would not only largely increase the revenue from Bunghon but bring a considerable arcunt of money into the port in payment
of repairs and other disbursements."
From this point the history of the negotiations is
that of a protracted haggle over the S special conditions
and imposed by the War Office Admiralty and enclosed in the
A General Officer Commanding's letter of the 31st March 1900.
